The Government of Laos, with support from the World Bank, the Swiss Agency for Development and Cooperation, AuSAID and JSDF has set up the Poverty Reduction Fund (PRF) to deliver small scale development project including support to livelihood activities at the Kum ban and Village levels. The project is now seeking for two consultants.

 1. PRF Website Design Consultant: The purpose of the consultancy is to revise the design of the existing PRF website so that its design is more dynamic an more effectively promotes PRF and the effectiveness and achievements of its approach to poverty reduction through empowering the poorest communities to plan and implement subprojects which will increase opportunities to improve livelihoods and the welfare of the community members.
Specifically, the objectives are to:

  • Develop a website design based on the PRF branding that is visually appealing, and organizes the contents so that information is easily and quickly accessible, as well as attractive and interesting.
  • Prepare the Lao and English website (programs, databases and artwork) is user friendly (for end-users and website maintenance staff), efficient, stable, secure, and easily maintained.
  • Upload the web pages to the server and ensure its operation / functioning.
  • Prepare documentation on the website and its maintenance and train PRF staff so they can regularly, and easily update the website contents.

Required qualifications and experience:

  • Extensive experience developing, managing and troubleshooting websites, especially those with interactive features
  • Excellent knowledge of relevant website design programs, database system design, and graphic design.
  • Experience  training how to manage and update the website
  • Ability to grasp ideas quickly, think creatively, take initiative and develop innovative ways to express information that.
  • Extensive experience in layout and design / presentation of information.
  • Knowledge of development issues is an asset.
  • Fluent Lao and English language.

 2. Graphic & Publication Design Consultant: The goal of the assignment is to produce information and promotional publications that reflect the aims and achievements of the Poverty Reduction Fund and create a positive brand image.  This will include developing a general standardized design for project outputs, as well as provide publications design and layout services as needed.
The specific objectives are to:

  • Develop a design theme for visually branding all PRF Information – Education-Communications / IEC.
  • Produce formats and templates for routine PRF IEC
  • Prepare print ready designs for a general PRF information package including a basic informational presentation folder, brochure, leaflet, success stories and fact sheets to be used for orientations, briefings and distribute to donors, senior stakeholders, implementation partners
  • Provide regular design services for the duration of a 0ne year contract

Required qualifications and experience:

  • Experience developing branding, identity and visibility designs.
  • Extensive publications design and layout experience for information / promotional packages and preparing materials for publication, display and presentation.
  • Excellent knowledge of desktop publishing, design and photo editing programs, and preparing print ready materials.
  • Fluent English language.
  • Knowledge of development issues  and preparing publications is an asset
  • Ability to grasp ideas quickly, thinks creatively, take initiative and be innovative.
