The government of Laos, with support from the World Bank and Swiss Agency for Development and Cooperation, has set up the Poverty Reduction Fund (PRF) to deliver small scale development project including support to livelihood activities at the Kum ban and villages levels. The project is now seeking for the following positions to be based in Vientiane Office:

1 ) Deputy Executive Director

Required qualifications and experience: 

  • An advanced university degree in Public or Business Administration, Social Sciences, Engineering, Economics, Development studies or other relevant fields.
  • At least ten years experience in coordination and management functions in Community Driven Development Programmes, with multiple counterparts at various levels, with complex technical dimensions in the sphere of small-scale rural infrastructure development, capacity building, social and economic development initiatives.
  • Solid relevant working experience in the field of decentralised planning, participatory rural development, including project design, implementation and monitoring.
  • Knowledge of multi-donors project management; knowledge of World Bank policies and implementation guidelines will be an asset.
  • A proven ability to analyse, plan, formulate and prioritise tasks.
  • Excellent communication and social skills, written and verbal and capable of building and maintaining productive relations with a range of actors, including GoL officials, bilateral and multilateral agencies, etc.
  • Fluency in Lao and good mastering of English writing, editing, reporting and speaking.
  • Excellent mastering of Ms Office® software (Word, Excel, PowerPoint); ability to use information technologies (Web, email) as tools and resources.
     
2 ) Budget & Finance Officer

Required qualifications and experience:

  • Strong ethical commitment to impartiality and transparency
  • A university degree in Accounting, Finance or Business Administration – CPA qualification would be an advantage
  • Strong financial management background (3-5 years experience)
  • Experience with major donors’ regulations and guidelines
  • Analytical judgement and ability to work under pressure and meet deadlines
  • Excellent inter-personal skills and commitment to work in a participative way
  • Experience and knowledge of accounting software (ACCPAC) or any
  • Strong command of Ms Office® software (Word, Excel, PowerPoint) and experience in at least one accounting software
  • Fluency in English and Lao (writing, editing, reporting and speaking);
  • Ability to work independently and as part of a team
  • Willingness to work occasionally in rural areas
     

 3 ) Community Capacity Building Officer

Required qualifications and experience:

  • A university degree in community development, social sciences, political sciences or relevant fields;
  • At least 5 years of experience in multi-sectoral project management in decentralized and Community Development approaches is required;
  • Experience in working with – in particular training of ethnic groups in mountainous and remote areas through bottom-up and participatory approaches reflective of community needs;
  • Experience in the implementation of program with focus on gender promotion;
  • Experience in training of Project staff for community development operations;
  • Comprehensive knowledge in participatory planning and PRA tools;
  • Experience in organizing meetings and delivering training;
  • Comprehensive computer skills: in particular MS Word, Excel, PowerPoint;
  • Fluency in written and spoken English is essential;
  • Excellent Communication and social skills;
  • Familiarity with government and foreign aid project operations;
  • Willingness to travel in rural areas.
     

4 ) Operational Communication Officer

 

Required qualifications and experience:

 

  • A university degree in one or more of the following disciplines: communications social marketing, journalism, international relations, public relations or other related fields,
  • At least three years of professional experience as a journalist, community information officer or professional writer, including experience in the preparation and production of materials for publication or IEC tools for rural development activities;
  • Knowledge of and familiarity with ethnic groups living in rural areas in Laos;
  • Creativity;
  • Experience in both Lao and English writing report and journal is desirable;
  • Leadership skills with competencies in facilitation, organization of meetings and community mobilization;
  • Willingness to work in rural areas in order to assist related IEC activities;
  • Excellent word, data, visual material processing skills;
  • Comprehensive computer skills: in particular desktop publishing and graphic design;
  • Fluency in written and spoken English and Lao;
  • Familiarity with government and foreign aid project operations;
     

5 ) Feedback & Resolution Mechanism Officer

 

Required qualifications and experience:

  • A university degree in related fields to community development, social sciences, political sciences, laws;
  • At least 3 years relevant working experience in the field of rural development in mountainous and remote areas, working directly with the communities and local authorities, with an emphasis on feedback  resolution and data analysis would be preferable;
  • Experiences in project/program using participatory development tools, and community driven approaches;
  • Experiences in conflict resolution;
  • Familiarity with government and foreign aid project operations would be an advantage;
  • Experience in training of trainers;
  • Fluency in written and spoken English is essential;
  • Comprehensive computer skills: in particular MS Word, Excel, PowerPoint and basic database management.
     

6 ) Procurement Assistant

 

Required qualifications and experience:

  • A University degree in Business and Administration or other related fields;
  • 2 years relevant experience with local/International organizations;
  • Familiarity with government and foreign aid project operations;
  • Experience or knowledge of government, international project or World Bank’s procurement guidelines is advantage;
  • Good command of Microsoft Office (Word, Excel, Power Point, Email and Internet);
  • Fluency in English and Lao (writing, editing, reporting and speaking);
  • Well-developed organization and task prioritization skills;
  • Good communication and social skills and strong teamwork/teambuilding capacity;
  • Experience or willingness to travel to and work in provinces/districts for extended period of time;
