 National Individual Consultants

 IDA Credit No. 73580-LA and 73590-LA. Project No. P178545

 

The Government of the Lao People’s Democratic Republic has received financing from the International Development Association (IDA) of the World Bank towards the cost of the Community Livelihoods Enhancement and Resilience (CLEAR) and intends to apply part of the funds to cover eligible payments for hiring the national individual consultants.

 The Community Livelihoods Enhancement and Resilience (CLEAR) Project now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information including Expression of Interest, CV and other supporting documents with description of similar assignment demonstrating that they have the required qualifications and relevant experience to perform the Services. The list of required national individual consultants as follows:

 

 1.       Agriculture and Livelihood Specialist (Head of Livelihood Division)

 The minimum qualifications for candidates are as follows:

 -          A Master’s degree in agriculture, agribusiness, veterinary science and animal husbandry or livestock, rural development, rural management, social development, community development, environment science, or other related fields;

 -          A minimum 10 years of relevant experience in SHG, PG, IGA, Agri-Entrepreneurs, etc. in Community Driven Development approach, and at least 5-year work experience at national level and worked on project planning and implementation, management, documentation, and monitoring and evaluation;

 -          Experience in package of practices of crops and livestock activities including climate resilient practices and experience in developing and implementing livelihood activities which are climate resilient;

 -          Experience in developing / mobilizing internal and external human and technical resources to develop training manuals, IEC materials, etc. around crops, livestock, family investment plan, micro investment plan, business plan (individual and group), etc.,

 -          Experience in providing trainings to project staff, communities on SHG, PG, IGA, Agri-Entrepreneurs, climate resilient livelihood activities on farm/crop, livestock, and non-farm activities.

 -          Strong leadership and team management skills;

 -          Open to new ideas, ability to grasp, learn and try out / adopt / roll out new approaches / processes / skills and technologies;

 -          Ability to work independently, within the framework of the project’s requirements;

 -          Ability to prioritize organization’s tasks, own theme’s tasks and accomplish tasks on time;

 -          Willing to work in team, allow and groom team members at all level to work and perform;

 -          Good problem-solving skills;

 -          Sensitive to gender and ethnic issues of the communities in rural areas and at the project level;

 -          Willingness to travel to provinces, districts, and villages for project related works as per requirement;

 -          Good communication and social skills;

 -          Good computer skills;

 -          Proficient in English language (speaking, reading, writing, and listening).

 2.       Capacity Building / Communication Officer

 The minimum qualifications for candidates as follows:

 -       At least a Bachelor’s degree in social development, community development, social sciences, communications, public relations or other related fields;

 -       At least 5 years relevant working experience in the field of rural development in remote areas, working directly with the communities and local authorities, with an emphasis on the poor, ethnic groups and gender issues would be preferable;

 -       Experience in working with – in particular training of local authorities/institutions through bottom-up and participatory approaches reflective of community needs;

 -       Leadership skills with competencies in facilitation, organization of meetings and workshop community mobilization;

 -       Experience in the preparation and production of materials for publication or IEC materials/tools;

 -       Ability to work independently and within a team within an interpreted framework of the project’s requirements;

 -       Comprehensive computer skills;

 -       Fluency in written and spoken English language and ability to translate between Lao and English;

 -       Creativity, good communication and social skills;

 -       Willingness to work in rural areas in order to assist related IEC activities;

 -       Familiarity with government and foreign aid project operations.
