 IDA Credit No. 73580-LA and 73590-LA. Project No. P178545

  The Government of the Lao People’s Democratic Republic has received financing from the International Development Association (IDA) of the World Bank towards the cost of the Community Livelihoods Enhancement and Resilience (CLEAR) and intends to apply part of the funds to cover eligible payments for hiring the national individual Consultant.

  The Community Livelihoods Enhancement and Resilience (CLEAR) Project now invites eligible Consultant to indicate their interest in providing the Services. Interested Consultant should provide information including Expression of Interest, CV and other supporting documents with description of similar assignment demonstrating that they have the required qualifications and relevant experience to perform the Services. The list of required national individual Consultant as follows:

 Monitoring and Evaluation Specialist (Head of Monitoring and Evaluation Division)

 The minimum qualifications for candidates are as follows:

 -          A bachelor’s degree in rural development, agricultural economics, project management, social sciences or any other related fields, with a specialized training in monitoring and evaluation;

 -          Minimum 3 years of work experience in managing M&E systems for rural development/livelihood projects, preferably financed by international banks/international organizations;

 -          3 years of work experience with results framework, results chain, M&E plan design and costing, activity plan, report drafting, data analysis, data auditing, results-based management, supportive supervision, managing M&E system management, planning evaluations, MIS, gender in M&E and organizing and running training sessions;

 -          Advanced ICT knowledge and some MIS experience is essential and familiarity with Kobo Toolbox and Google Forms;

 -          Fluency in English and Lao using (writing, editing, reporting and speaking);

 -          Good social communication skills and experience of working effectively with local authorities and ethnic minorities;

 -          Strong leadership and team management skills and proven leadership ability;

 -          A good understanding of government and foreign aid project operations;

 -          A willingness to work in rural areas for shorter durations to assist in training project staff and conducting data auditing.

 The successful consultant will be selected under Individual method in accordance with the procedures set out and the attention of interested Consultant is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017, revised August 2018 and revised November 2020, which can be found at the website: www.worldbank.org/procure.
