The Government of Lao PDR has received financing from the International Development Association (IDA) of the World Bank toward the cost of the Poverty Reduction Fund (PRF) Project and intends to apply part of the fund to cover eligible payments for hiring the Consulting Services for the selection of a firm for Management Information System (MIS), New Database Design and Creation for PRF III.

 The consulting services (“the Services”) include provision of a team of consultants to manage and operate the Management Information System (MIS) in New Database Design and Creation for PRF III.

 The assignment is expected to commence in August 2016 and the estimated implementation period is 3 months.

 The Poverty Reduction Fund now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.  The shortlisting criteria for the firms eligible to apply for the Management Information System New Database Design and Creation for PRF Phase III include the following:

 Be an independent legal entity of international standards (10 points)

  1. At least 3 years of specific experience in providing similar services in database programming and design (30 points)
  2. Proven record on successful completion of at least 3 assignments related to database programming and design services (30 points)
  3. Availability of 2-3 experts to undertake the 3-month assignment fully based in Lao PDR with fluent written and spoken Lao and English languages (20 points)
  4. Experience intrainingand mantoring(10 points)

 The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 edition  (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

 Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

 A Consultant will be selected in accordance with the Consultants Qualifications Selection (CQS) method set out in the Consultant Guidelines.
