The Government of the Lao People’s Democratic Republic has received financing from the International Development Association (IDA) of the World Bank towards the cost of the Poverty Reduction Fund III - Additional Financing and intends to apply part of the funds to cover eligible payments for hiring the Consulting Services to Deputy Executive Director. 

 

The Deputy Executive Director’s main responsibilities are to develop the project policy, planning, strategy implementation, operation manual/guideline, reporting, building capability to project staff and government staff concerned, building relationships and representing the project to government and other partners/institutions/private sectors and overseeing sub-project activities and to support and back up the Project Management Team (PMT) to manage, monitor and report on program/project implementation. 

 

The Poverty Reduction Fund Project now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information including CV with description of similar assignment demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The Consultants eligible to apply for the Deputy Executive Director include the following: 

 

1.A master degree in Public or Business Administration, Social Sciences, Engineering, Economics, Finance, Agriculture and Forestry, Development studies or other relevant fields.

2.At least ten years’ experience in management functions in community-based development programmes, with multiple counterparts at various levels, with complex technical dimensions in the sphere of small-scale rural infrastructure development, capacity building, social and economic development initiatives.

3.At least five years of working experience in the field of decentralised planning, participatory engineering, rural development, including project design, implementation and monitoring.

4.Knowledge of multi-donors’ project management; knowledge of World Bank policies and implementation guidelines will be an asset.

5.A proven ability to analyse, plan, formulate and prioritise tasks.

6.Excellent teamwork skills and management and experience in the management of decentralized teams.

7.Excellent communication and social skills, written and verbal and capable of building and maintaining productive relations with a range of actors, including GoL officials, bilateral and multilateral agencies, etc.

8.Fluency in Lao and good mastering of English writing, editing, reporting and speaking.
